The”ť” should be “t with caron” (in Czech “t s háčkem”), not “t-apostrophe”. It’s the same diacritical mark as above “c” in “Manča” or above “n” in “Haňťa”, but most typefaces render it similarly to an apostrophe above lowercase letters “t”, “d” and “l”, which confuses foreigners.

And if you are interested in pronunciation, “ť” sounds similar to “tj” in (English) “tube” [tju:b], “ň” is like Spanish ñ (almost like [nj]), “č” is like English “tch”. This should be valid not only for Czech, but for all languages that use macrons:
